About ONACC

The National Observatory on Climate Change

ONACC is a special administrative public institution with legal personality and financial autonomy. It supports the State of Cameroon in understanding, monitoring and managing the effects of climate change across the national territory.

Our purpose

Putting climate information at the service of action

In response to increasing climate hazards, climate variability, pressure on natural resources and growing impacts on populations, ecosystems and productive sectors, ONACC provides reliable, useful and decision-oriented climate information.

A national reference institution

ONACC acts as a national tool for observation, analysis, warning, decision support and strategic guidance on climate issues.

Monitoring climate evolution
Assessment of socio-economic and environmental impacts
Climate risk prevention
Support for mitigation and adaptation policies
Production and dissemination of climate services
Carbon and greenhouse gas emissions monitoring
Provision of strategic climate data
Our mandate

Monitor, assess, prevent, mitigate and adapt

ONACC’s general mandate is to monitor and assess the socio-economic and environmental impacts of climate change and to propose prevention, mitigation and adaptation measures against its adverse effects.

  • Develop relevant climate indicators for monitoring environmental policy.
  • Conduct prospective analyses on climate trends in the short, medium and long term.
  • Monitor climate evolution and produce Cameroon’s annual climate assessment.
  • Provide useful meteorological and climatological data for various sectors.
  • Initiate and promote studies on climate impacts, risks and vulnerabilities.
  • Collect, analyze and disseminate reference information on climate change in Cameroon.
  • Establish climate monitoring and warning mechanisms.
  • Recommend prevention, mitigation and adaptation measures.
  • Contribute to the reduction of greenhouse gas emissions.
  • Produce annual greenhouse gas inventories and carbon assessments.
  • Monitor the implementation of national and international climate commitments.
  • Support the valuation of climate services provided by forests and ecosystems.
  • Strengthen the capacities of institutions involved in climate data management.
  • Develop cooperation with national, regional and international climate institutions.
Priority areas

ONACC’s main intervention areas

The Observatory’s action is organized around several operational pillars: climate monitoring, warning, impact assessment, carbon, data, geomatics, studies and cooperation.

Climate monitoring

Climate monitoring

ONACC monitors climate parameters, produces indicators, tracks trends across spatial and temporal scales, and prepares the national climate assessment.

Monitoring, forecasting and warning

Monitoring, forecasting and warning

The Observatory develops climate monitoring mechanisms and contributes to early warning systems for risks linked to extreme events.

Impact and risk assessment

Impact and risk assessment

ONACC analyzes climate change impacts on populations, ecosystems and development sectors, while assessing associated socio-economic and environmental costs.

Mitigation and carbon monitoring

Mitigation and carbon monitoring

The institution monitors greenhouse gas emissions, produces inventories and carbon assessments, and supports national emission reduction efforts.

Climate data, modelling and geomatics

Climate data, modelling and geomatics

ONACC centralizes climate data, develops databases, produces thematic maps, uses geomatics tools and supports climate modelling.

Studies, projects, cooperation and awareness

Studies, projects, cooperation and awareness

The Observatory conducts prospective studies, builds partnerships, contributes to technical cooperation and supports preventive climate awareness.

Climate services and technical products

Decision-support tools for territories and sectors

As part of its mandate, ONACC produces and disseminates climate services, bulletins, maps, analyses, inventories and technical tools designed to improve planning, prevention, resilience and decision-making.

Decadal climate alert bulletins
Seasonal forecast bulletins for climate parameters
Agroclimatic bulletins
Annual climate assessments
Agricultural calendars by agro-ecological zone
Sectoral climate calendars
National climate maps and thematic risk maps
Regional climate profiles
