Prof. Dr. Eng. AMOUGOU Joseph Armathé is the General Manager of the National Observatory on Climate Change (NOCC). He is also a senior lecturer in the University of Yaounde I, Department of Geography with specialty in Meteorology, Climatology, Agro-meteorology and Climate Change. He was previously the Focal Point of the United Nations Framework Convention on Climate Change (UNFCCC) in the Ministry of Environment, Protection of Nature and Sustainable Development (MINEPDED) for more than 10 years. More so, he was a member of the Compliance Committee and the Executive Council of the Clean Development Mechanism (CDM) in the UNFCCC. In addition, he served as the contact person and Expert coordinator in the elaboration of numerous development projects, strategies and programmes (15 in number) in MINEPDED funded by the government and development partners (GIZ, KFW, JICA, AFD, EU, BM, ADB, GEF, UNDP, UNEP, ESA) and International NGOs (IUCN WWF, WCS, GAF, CSW, etc.). Moreover, he was the resource person in the creation and restructuring of certain institutions in Cameroon, including the National Institute of Cartography (INC).
